Decide whether you need a first-page shortcut or a real section
Use a real section when the cover must be unnumbered and the body needs to begin at 1, especially if the document also has a contents page, Roman-numeral front matter, or different headers. A first-page shortcut is adequate only for a simple document whose second physical page is the first body page and whose remaining header and footer rules are otherwise identical.
Microsoft's current start-page-numbering guidance says Different First Page can remove a number from the first page of a section. It also describes a simple shortcut: set the page-number starting value to 0 when the second physical page should display 1. That shortcut makes the sequence work, but it leaves the cover and body in one section. It becomes awkward as soon as the front matter has more than one page or needs its own numbering style.
For example, consider a proposal with one cover, a two-page table of contents, and a body that must display pages 1 through 12. Hiding only the first-page number still leaves the contents pages in the same sequence. The first body page would not reliably become 1. Separate the front matter from the body so each part has an explicit rule.
Save a copy of the DOCX first. Moving or deleting a section break can carry header, footer, orientation, and margin settings across the boundary.
Create the body section in desktop Word
Place a Next Page section break immediately before the first body heading, then turn off Link to Previous in the body header or footer. This is the documented desktop Word method for restarting page numbers without changing the cover section.
The current Microsoft instructions for numbering different sections apply to Word for Microsoft 365, 2024, and 2021 on Windows and Mac, plus Word 2019 and 2016. Labels can vary with language and update channel, but the section boundary and link state are what matter.
- Turn on Home > Show/Hide (¶) so the boundary remains visible.
- Put the cursor at the end of the cover or front matter, just before the first body heading.
- Choose Layout > Breaks > Next Page under Section Breaks. Insert > Page Break is not enough because it does not create separate numbering settings.

Use a desktop fallback when Word for the web lacks the section command
Open the document in desktop Word if the browser editor does not show Section Breaks. Microsoft's current section-break support page says Word for the web can add page breaks but cannot add section breaks yet.
Word for the web can display page numbers and handle some first-page options, but it cannot create the boundary required by this full workflow. Use Open in Desktop App, add and configure the section there, save the same document, and then reopen it in the browser if collaboration must continue online. Do not substitute repeated blank paragraphs or a manual page break; neither gives the body an independent starting number.
If Link to Previous is dimmed, the cursor may not be inside a new section, or only a page break was inserted. Turn on formatting marks and check the boundary label.
Fix common failures at the section boundary
When changing the body number also changes the cover, the body header or footer is still linked to the previous section. Stop and unlink the correct area before deleting the cover number; otherwise, deleting one number can remove the corresponding field from both sections.
An unexpected blank page usually means the new Next Page break is interacting with an existing page break or empty paragraphs. Show formatting marks, inspect the end of the cover, and remove only the redundant break or paragraph. Do not delete the section break just to close the gap, because Word then combines the sections and applies the following section's formatting to the merged result.
A table of contents can also move the body after it is updated. Update fields before the final page-number check, then verify that the section break still sits immediately before the first body heading. If front matter uses i, ii, iii, set that format in the front-matter section and keep the body section at Arabic 1, 2, 3.
Export to PDF only after the DOCX numbering is correct
Correct the numbering in Word first, then export a PDF and inspect the visible result. The PDF is a delivery artifact; it should not become the master copy while an editable DOCX still exists.
Open the exported PDF and check the cover, the first body page, one middle page, any landscape page, and the last page. Confirm the total page count, the first visible number, continuous numbering, and clearance from footnotes or footer text. If a table of contents shows page references, click or compare several entries against the numbered body.
The Add Page Numbers to PDF tool is appropriate only when the PDF is the actual working file and every page in the selected input should receive a visible sequential number. It adds numbers to every input page with a chosen start value and position. It cannot edit a DOCX, read Word sections, update a table of contents, or infer that a cover should be skipped. A start value of 1 means “print 1 on the first input page,” not “find the body and begin there.”
If the exported PDF has incorrect numbers, return to the DOCX and fix its sections. Adding a second set can create conflicting references and obscure footer content. If only a body-only PDF remains and numbering is absent, preserve the original and inspect every page of a separate numbered output.
